The Cumberland Rifle and Pistol Club was chartered in 1936.  We are an NRA affiliated club. Our 50' indoor range and clubhouse is located on the Blackstrap Road in West Cumberland Maine. We shoot two position, (prone and offhand) on A-17 targets at 50 feet, ten bulls for record and one spotter bull.

Club Membership - $50.00
It is recommended that you become a member of the NRA, if you are not already as they are all that stands between you and the loss of your 2nd Amendment Rights.

Range Fees - .50 cents per visit

There are no guns or ammunition stored on the premises.

In 1989, with the demise of the Scarborough team, Cumberland found itself the last remaining club in the Southern Maine Rifle League and so was welcomed into the Alden Gayton Rifle League in 1990.

The Gayton League was sponsored by the American Legion and named in honor of Alden Gayton the first soldier from the Lewiston /Auburn area killed in WW I.

Once upon a time a thriving sport, there were clubs in Greene(started in an old horse stable behind the Grange Hall), Lewiston( in the basement of Lewiston Armory), Circle Canadians( in the attic of a upstairs bar on Lisbon street), Auburn, Alden Gayton(range in basement of the Legion hall), Fairfield/Madison, Oakland, Bath, Hyde Windlass( in one of the shipyard buildings), Brunswick ( in the basement of the Rec Hall in downtown Brunswick), Poland, TriCity(Augusta,Gardiner/Hallowell) and Rumford (range was in a part of the paper mill with a two tier narrow range set up.)

Today there are only five teams left in the Alden Gayton
league shooting competitively each season.
The five teams are, Cumberland, Bridgton, Bath, Poland and Auburn.

Junior Rifle Program -

 



Our Junior Rifle program participates in the NRA state affiliate association called the Pine Tree State Rifle & Pistol Association. The guy that does all the work is Julian Beale of Augusta, and Capitol City Rifle & Pistol is where he has his teams shoot. There are teams from all over central Maine and there are two different groups, Club and Scholastic.
Several HS schools have teams such as Cony, MCI and others. The teams are matched as well as possible ability wise and shoot against each other in postal matches. There are about 25-30 teams. Some shoot only prone as they are the beginning shooters, others shoot 3 postition and some 4 position.
There are several shoulder to shoulder matches throughout the winter at Capitol City and we have one at Cumberland each year.

Ages of the kids are 10-19 and they use only bolt action single shot target rifles. The rifles use only iron target aperture sights that can be adjusted in clicks and minute of angle. The targets are A-36 Metric shot at 50 feet, ten bulls for record and one spotter bull.
The shoulder to shoulder matches are timed and run with a Range Officer present. All ammo is (Standard) target velocity .22LR.
Each spring there are awards given out for winning teams and individual junior shooters.

1.) 1st Shooter please sign in upon arrival.
 
2.) Every person will operate under the assumption that "Every Gun is Loaded."  see: 10 Commandments of gun safety
 
3.)  Upon opening of gun cases all bolts should be opened in safe position and remain this way until on the firing line.
 
4.)  All bolts open while in gun rack.
 
5.)  Eye and hearing protection must be worn while on the firing line.
 

6.)  All rounds fired down range into backstop and below top red line.

7.) Only .22lr ammunition is allowed on this range.

8.)  Last member out please shut off furnace and lights.
 

9.) No alcoholic beverages allowed in club.

of the
Cumberland Rifle & Pistol
Club, Inc.

Revision of 2005

Article 1
“Name and Location”

The name of this organization shall be Cumberland Rifle & Pistol Club, Inc.
and is located on Blackstrap Road in Cumberland, Me.

Article 2
“Purpose”

The object of this organization shall be the encouragement of organized rifle and pistol shooting
among citizens of the United States with a view toward a better knowledge on the part of such citizens
of the safe handling and proper care of firearms, as well as improved marksmanship. It shall be
our further object and purpose to forward the development of those characteristics of honesty, good
fellowship, self-discipline, team play and self-reliance which are the essentials of good sportsmanship
and the foundation of true patriotism.

Article 3
“Membership”

Any citizen of the United States 18 years of age or older and of good moral character may become
 a member of this organization on the vote of the Executive Committee and
on payment of annual dues accompanied by a completed application.

(b) Junior Member. Any child between the ages of 10 and 20 and of good moral character is eligible
to become a junior member of this organization on vote of the Executive Committee

Article 4
“Dues”

(a) The annual dues of the organization shall be determined by a vote of the officers and payable at the
 annual meeting or member shall be declared in arrears and a $5.00 fee shall be assessed for reinstatement of membership.

(b) A member of the Armed Forces shall be carried on the rolls as a member as long as he is absent on active duty.

Article 5
“Meetings”

(a) Annual Meetings. The annual meeting of the organization shall be held in October in each year. If the annual meeting shall not take place at the time fixed it shall be held within a reasonable time thereafter. The officers shall hold over until their successors have been elected.

(b) Regular Meetings. The regular business meeting of the organization for the transaction of ordinary business shall be held on the first Sunday of each month, at such time and place as may be fixed by the Executive Committee.

(c) Special Meetings. A special meeting of the organization may be held at any time upon call of the President or upon call of the Executive Committee or upon demand in writing, stating the object
of the proposed meeting, and signed by no less than 20% of the members entitled to vote. Notice of the time, place and object of such special meeting shall be given to all officers and members in good
standing in writing by United States mail not less than seven days prior to the date of the meeting. The place of such special meeting shall be fixed by the Executive Committee.

(d) Quorum. The majority of members present at anyone meeting shall constitute a quorum, for the transaction of business at any meetings.

Article 6
“Officers and Duties”

The officers of the organization shall be a President, Vice-President, Secretary-Treasurer, and
Range Officer, Statistical Officer and a member-at-large elected to the Executive Committee.
These officers shall constitute the Executive Committee. They shall be elected by majority vote by
ballot at the annual meeting of the organization, and hold office for one year or until their successors
are elected. The affairs of the organization shall be managed by the Executive Committee, who shall
have general supervision of the activities of the club. Meetings shall be held at any time on the call
of the President and four shall constitute a quorum.

(a) President. The President shall preside at all meetings of the organization and the Executive Committee. He/she shall be a member ex-office of all regular and special committees, and shall
perform such duties as usually pertain to his office.

(b) Vice President. The Vice-President shall perform the duties of the President in his/her absence or at his/her request.

(c) Secretary-Treasurer. The Secretary-Treasurer shall conduct all official correspondence pertaining to the proper preparation and forwarding of all reports required of the organization by the National Rifle
 Association and by the Director of the Civilian Marksmanship. He/she shall notify all members of the
 Executive Committee of the meetings and shall notify all members of special and annual meetings, as
 required in Article 5. He/she shall keep a true record of all the meetings of the Executive Committee and
of the organization and have the custody of the books and papers of the club. All applications for
 membership in the club shall be made to the secretary. He/she shall be responsible for the collection of
all fees and dues. He/she shall forward to the National Rifle Association annually by January 1st an up to
 date club roster and the annual dues payment for the club NRA affiliation. He/she shall
 have charge of all funds of the organization. Such money shall only be withdrawn for the payment of
 such bills as shall have been approved by the Executive Committee. He/she shall keep an accurate
 account of all his/her transactions and render a detailed report with vouchers at any meeting of the
 Executive Committee when requested and an annual report to the organization at its annual meeting .

(d) Range Officer. The duties of the range officer shall be the arranging of matches, control the range
during all tournaments and matches, and be responsible for the general operation and safety of the range.

(e) Statistical Officer. The duties of the Statistical Officer shall be to maintain all records of the match
scores, both team and individual, and make same available to any member in good standing upon
request. He/she shall manage the State Winter Postal Shooting. He/she will be recognized as the official
 club scorer for all matches. He shall also be responsible for the squadding of the relays in any match
or tournament.

Article 7
“Expulsion of members”

Any member whose conduct shall be decided, by a majority vote of the Executive Committee, to have
been injurious to the interest or welfare of the club shall forfeit his membership and rights, but such
vote shall not be taken without giving the offender two weeks notice of the charges against him and
affording him an opportunity of being heard in his defense.  He may appeal from a decision of the
committee to the club at a special meeting called for that purpose, but it shall require a two-thirds
vote of those present to reverse the Committee’s decision.

(a) The National Rifle Association will be notified of any expulsion or suspension of a member with the charges made and action taken.

Article 8
“Indemnification”

 The Organization shall indemnity officers argents and members from any and all liability to the
acts in their respective capacities, to the fullest extents permitted by law. Within the boundaries
of law, the organization may procure insurance to provide greater indemnification of all such persons.

Article 9
“Rules for Competition”

All rifle and revolver or pistol competition held by the club will be governed by the rules and regulations
laid down by the National Rifle Association of America.

Article 10
“Amendments”

Any of these By-Laws maybe altered, amended, or repealed; additional By-Laws may be adopted
by the Executive Committee at any annual meeting or special meeting called for such a purpose,
provided such action is proceeded by written notice at least one month prior to said meeting.
A two-thirds majority vote of the members present shall be required to amend these By-Laws

Article 11
“Vacancies”

A vacancies, however accruing, in any office, shall be filled by the Executive Committee.

Article 12
“Dissolution”

In the case of dissolution of the organization, any monies or assets shall be turned over to a similar
organization decided upon by the majority of the current membership.
